The gas pedal requires a bit of effort to push down and doesn't really want to come back up. I will look into it some more tomorrow. The crossbar almost seems like it needs to be lowered because everything is so darn tight. Almost like the throttle cable isn't long enough. Just wanted to throw this out there before I keep messing with it tomorrow.

Can't see the arm for the 3-4 side carb link, but they should sit horizontal or slightly upward throttle off, most use an extra return spring in addition to the carb springs.
The arm for the cable should be beyond vertical for greatest leverage. Moving the attachment bracket aft will allow you to re-position the cable longer.

Okay. I did some finagling and it turns out I had one of the Pittman arms upside-down. The throttle cable is still tight at the pedal and it also seems to be too short... (IMG:style_emoticons/default/confused24.gif)

Also, I updated the link with fresh pictures

Don't you mean the throttle arm that connects to the drop link on to the carb/s ? .
Your geometry isn't great and IMO is the cause of your issues , I can only think the low mounted crossbar is there so you have clearance for the cooler fan and the use of short inlet manifolds sort of confirms that .
If you are happy to tinker with this system constantly to setup right that's fine but end result will be marginal @ best even with the correct length cable .
If you want a better solution i would say the CSP bellcrank system from 914werke is the way to go ,Rich the seller would have a solution for a cable I would think.
I used a bellcrank setup on my last customer build and was amazed how easy it was to setup .

I see too many of these janky Throttle cable mounts.
That thing needs to me RIGID !
the one I make is solidly mounted & forces you to center your setup
